For your 2004 Ford Ranger with a full size spare and stepside bed, I recommend the Curt Class III Round Tube Receiver Hitch # 13138. This is a Class III trailer hitch that will provide a 2 inch receiver opening with a 400 pound tongue weight capacity and a 4,000 pound towing weight limit. It is confirmed to fit with a full size spare and there will be no issues with the stepside bed. I have attached an image that shows the hitch installed around a full size spare tire.

Trailer hitch fits are very specific nowadays so what you are trying to do is not possible. Back in the day the full size trucks basically all took the same hitch but not anymore. For your 2008 Ford Ranger you'd want the #75082.
