I HAVE A 2008 CHEVY 2500HD CREW CAB AND A BEDLINER. THE BED MEASURES 6FT FROM CAB TO TAILGATE. WHICH 5TH WHEEL HITCH DO YOU RECOMMEND FOR ME. AND DO I INSTALL OVER BEDLINER. I WANT A SLIDER TYPE

The shortest bed that is on a 2008 Chevrolet Silverado 2500HD Crew Cab should be a 6-1/2 foot bed. With the 6-1/2 foot bed you will need to use a fifth-wheel slider hitch to get the clearance between the trailer and the cab of the truck when turning.
The Reese 16K Fifth Wheel, part # RP30051, you have referenced is a good choice for a fifth-wheel on your Silverado. To install the Reese fifth-wheel on your vehicle I would recommend the Reese Quick-Install Custom Base Rails and Installation Kit, part # RP50064-58. This is a custom install kit which has vehicle specific brackets that mount to existing holes in your vehicles frame and the base rails the install in the bed of your truck. I am including a link to the installation instructions on the Reese custom install kit.
You do not want to install the base mounting rails over plastic bed liners. Plastic bed liners must be cut out of the way to provide metal to metal contact. Base mounting rails may be installed on spray in bed liners.
