Are the brackets for this hitch compatible with the reese 5th wheel hitch 30038, 15,000 lbs. I have this hitch that I bought from a friend and I am putting it into a 2004 silverado 6 1/2 ft bed 2500 hd. Thank you

Yes, your Reese 15K fifth wheel hitch, part # 30038, is compatible with the Reese Universal Base Rail and Installation Kit, # RP30035. The universal kit includes the standard above bed base rails that your hitch requires.
The Reese universal kit is also compatible with your 2004 Chevrolet Silverado 2500 HD short bed. I have attached a link to the installation instructions for you to check out.
