When we installed the Draw-Tite Trailer Hitch Receiver # 75673 on a 2013 Subaru Outback it measured 5-1/2 inches from the hitch pin hole to the outside edge of the bumper. I went out to our warehouse and measured the two hitches and the Curt # 13390 sits about 2-1/2 inches further towards the rear of the vehicle. So you're correct that the Draw-Tite's receiver tube sits further under the bumper.
The Thule T2 Pro XTR # TH983JV that you have measures about 7 inches from hitch pin hole to the closest part of the rack. So it will work just fine with either hitch when folded down. However, when you fold the rack up it sits about 5 inches from the hitch pin hole which means the T2 will be very tight with the Draw-Tite hitch but will work better with the Curt.
In addition, to be compliant with its warranty the Curt hitch does require you use a support strap # 18050 when carrying a bike rack with it.
