Tail/Running Lights Not Working on Trailer

You will want to start out by looking at the connector on both the trailer and your tow vehicle. Make sure there is no corrosion or debris especially on the tail/running light pins. The Tail/Running Lights will be in the 1 o'clock position on your trailer (11 o'clock on the tow vehicle side).
Next to check would be the grounds. Make sure they have metal to metal contact and there isn't any rust or corrosion; the surface must be clean.
If that looks good then you will want to test the pin on your tow vehicle side using a Circuit Tester, like part # PTW2992, to make sure there is a signal getting to the connector. If there is no signal getting to the connector then you will want to check your wiring and replace it accordingly.
If you are getting signal on your tow vehicle side then you will want to test the function on your trailer with a separate power source (12V battery or another vehicle). Check and replace the wiring if it is not working properly and needs wiring.
To check the wiring on both your tow vehicle and your trailer you will be looking for any place where the wiring is corroded, bent, exposed, or damaged. You can replace it with 16 Gauge Wire # DW02359-1 and Butt Connectors # DW05744-5.
If the wiring on both your tow vehicle and trailer looks good then you can either just run new wiring using the wiring and connectors that I just mentioned. If you do that and it still doesn't work then you will want to go ahead and take it to your local trailer shop where they can physically inspect it.
I have also attached a helpful article on trailer wiring for you to check out.
