Best Weight Distribution for Trailer Weighing 3,000 lbs

what is the best weight distribution kit with 3000lbs tt and 190 tongue weight. Exept the equalizer.

That's a pretty low tongue weight for most weight distribution systems, but the Reese Steadi-Flex kit part # 66557 would be the best option.
Also, you should note that if you are experiencing sway the problem is a lack of tongue weight. If your tongue weight is on 190 lbs but the trailer weighs 3,000 lbs that's why you're getting sway. You need the tongue weight to be at least 300 lbs.
For a hitch ball you then would want the part # 63845.
