When installing a recessed tie down, does it matter which direction u face the ring?

No, you can mount a recessed D-ring in any orientation you need and it will perform the same and have the same rating. I recommend # RR5K because it comes with a backing plate and hardware. It is rated for 5,000 pounds limited to the capacity of the surface it is attached to. I have linked a video showing an example installation for you.

It doesn't really matter which direction you install the D-ring part #RR5K as long as the tie-down you plan to use can easily attach to the loop you would be fine. I attached a link to the install video you referenced as well.

E track like the part #E19148 (5 foot section) would work well for what you are looking to do. People use E track for car haulers all the time and it works well. We even have a wheel strap designed for E tracks, part #EM58523 which will work great.
