The two special trailer tires we offer in your 4.80/4.00-8 size are both bias ply types, Load Range B tire # AM10002 and Load Range C tire # AM10004. The tire/wheel item you referenced, part # AM30050, includes this C-rated tire on a galvanized 4-on-4 wheel. All of these trailer tires carry a speed rating of 65-mph. Unless we indicate a different speed rating on the page, all trailer tires we sell are rated for 65-mph.
In your tire size we do not offer a higher-speed-rated tire; larger radial trailer tires we offer can carry speed ratings up to 81-mph (a speed rating of "M") but not your size in a bias ply type.
Since driving over a tire's rated speed will increase heat - a tire's worst enemy - for highway travel you will be better off using the higher capacity C-rated tires. These will not only offer a higher weight capacity but will also be better able to cope with the heat generated while driving.
Trailer tires should always be fully inflated to the maximum psi pressure that is noted on the tire sidewall. It is never appropriate to under- or over-inflate a special trailer tire.
