Which spring are you using? You'll want to make sure you're using the correct spring for the vehicle. If your Beetle is a Turbo model, use # F4175 or # F4176 for non-turbo models.

When you're installing the air springs, it's very important that the car is up on jack stands being held by the frame, not by the axle or the suspension. With the rear suspension hanging free, there should be enough space between the coils of the spring to shove the air spring into the coil, after you've flattened the spring by hand. Using a blunt instrument like a spoon shaped tire iron can be used to shove the spring into position. You don't want to use anything sharp, as that can puncture the air spring.
