Question:
Where is the connection under the dash and pig tail #

The connection point for the 2013 Lincoln Navigator is under the instrument panel above the brake pedal. I have attached an image to better help you see where it is located.
The custom fit wiring harness for your 2013 Lincoln Navigator is dependent on which brake controller you have, or would like to purchase. I noticed you were looking at the Tekonsha Primus IQ # TK90160 and the Tekonsha PowerTrac # 39523. These two brake controllers will use the same adapter # 3034-P for the 2013 Lincoln Navigator. I have linked all the brake controllers with the proper adapters for your vehicle for your convenience.
If you don't already have a brake controller, I like the Tekonsha Prodigy P3 # 90195 because it is a proportional brake controller which means it senses how the tow vehicle is slowing or stopping and applies the trailer's brakes with the same intensity. It also has a full display screen instead of codes that need deciphering. It too will use the # 3034-P adapter for your 2013 Lincoln Navigator.
