Looking for a low cost ,good tractor utility flood light for nighttime snow plowing or digging. Which lights would your recommend?

If you want the highest light output for a given power input, then I suggest you go with LED-type lighting. LED lights will cost more up front, but they provide roughly 10-times the efficiency of standard incandescent lights, generate less heat and they avoid the need to keep replacement bulbs on hand. For example, if you want an easily-installed LED flood light you might consider the Wesbar LED Utility Light with Magnetic Base # 54209-018. This light includes a 12V power plug, 10 LEDS for a total output of 800 lumens and a powerful magnet in its base to hold it securely. If you prefer a cost-effective stud-mount incandescent light you might use Peterson # 507-12 which grounds through its mounting hardware. This light delivers 3000 candle power, or about 37,000 lumens.
