I want to upgrade my axle and I was looking at axle #T20BTR-6048 but I cannot find a matching hub. I want to run a 5x4 1/2 hub so I can run 13-15inch tires. What would be the hub I need to go with this axle?

For an idler hub to fit the part # T20BTR-6048 that you referenced you would want the part # 8-258-5UC1-EZ. Or if you want a brake drum you would want the part # 8-257-5UC3-EZ.

Both of these hubs will fit the trailer axle and have the 5 on 4-1/2 inch bolt pattern you are looking for.
