Why is the tongue weight a range two numbers?

Basically the weight capacity for the # EQ90-02-4800 is 1,600 lbs. A lot of weight distribution systems are rated for tongue weight ranges. In this case there is really only a max capacity that it can be used with.

Since this is a 2-1/2 inch hitch shank there is an assumption that it would be used on a heavier application that may be misleading.
