I have air bag supports in the same area do i reinstall the upper air bag support on top of hitch supports??????

When installing any fifth wheel installation kit to a vehicle, we cannot recommend to attach any additional brackets to the install kit. When anything else is attached to the fifth wheel installation kit it can put extra load on the brackets that it was not designed for.
On the Reese Fifth Wheel Installation Kit, # 50043-6008, the brackets will install on the outside of the frame on the 2002 Ford F-250 and F-350 Super Duty. If the air bag supports that you have are mounted inside the vehicle frame and will not attach to the same holes as the fifth wheel installation kit then you should be fine.
On the Firestone Ride-Rite Air Springs that we sell for the 2002 Ford F-250 and F-350 Super Duty, some of those kits mount on the outside of the frame and will interfere with the installation of the fifth wheel installation kit.
