I have two possibilities that might work for you. The Roadmaster # RM-077-4 Dual Receiver Extension isn't designed for towing a trailer, but the Curt # D-192 would allow you to tow a trailer using the lower receiver and carry a bike rack in the upper receiver. The only possible problem is that using this extender will lower the tongue weight capacity of your hitch by half. This means that the tongue weight of the pontoon trailer and the weight of the bike rack and bikes could not exceed half the tongue weight capacity of the hitch, which would be listed on a sticker or plate affixed to the hitch.
Another possibility would be a multi-purpose ball mount like part # D210. If the 2-1/4 inch drop offered by the ball mount would allow the trailer to be towed level, then this would be ideal solution because the D210 would NOT lower the tongue weight capacity of your hitch. The unit has a total tongue weight capacity of 7500 lbs.
