I HAVE A BUYERS PRODUCTS CONTROLLER BC4APD, TRAILER STAR ENDEAVOR. NEGATIVE GROUND SYSTEM DOES IT WORK WITH HBC 10?

The Cargo Towing Solutions HydraStar Electric-Hydraulic Actuator # HBA-10 that you referenced works with brake controllers that have a negative ground like the Buyers Products BC4APD that you have. We don't carry this controller but from the research I did it looks like that controller is compatible with electric over hydraulic actuators so it should work just fine.
You will need to have the display of your controller read PH for it to be in electric over hydraulic mode. You will need to hold the + button till it starts flashing, and then start pressing the button till it reads PH.
