The Optronics Trailer Light Kit # TL5RK that you referenced does not include mounting brackets for the two tail light assemblies since these lights use their mounting studs to mount and provide the ground connection. You can use a bracket to mount the tail lights but you will want to be sure that there is a solid metal-to-metal connection between the bracket you use and the trailer frame to enable a good ground. The spacing of the two mounting studs on these Optronics lights is 2-inches as shown in the linked photo.
The Peterson Replacement Bracket # 510-9 that you referenced is designed for a specific application for their round trailer lights. The linked photo shows this bracket's hole spacing. In one orientation there is a set of holes with 2-inch spacing that will be compatible with the light's mounting studs. However, because this bracket is powder coated it will not make the necessary metal-on-metal connection for your ground. To use this bracket you will either have to sand off the powder coat or use a separate ground wire from the light's mounting studs.
Another option is to use CE Smith bracket # CE26057G which is galvanized steel and which also has mounting holes that are the required 2-inches-on-center.
