  The reason the Curt # 13590 does not have the same cut out as the # 75140 is because instead of a cut out or recessed section it is missing that part of the bracket altogether. The Draw Tite uses fewer mounting holes so yes I would say it would be easier to install.

  There are no front mount trailer hitches that will fit the 1999 Dodge Full-Size vans. They are not built on the same platform as the Ram trucks of the same generation so the front mount hitches for the Ram trucks will not fit the Ram Vans. You can install a rear trailer hitch.
