  It sounds like there is an issue with the battery charge wire circuit that connects to the fuse block under the hood of your 2009 Chevy Silverado.   This is a super common problem for GM trucks around the age of your 2003 GMC 2500HD Sierra. Check the third brake light fuse of the truck.
