It does use a 3/4 inch wrench or socket and you will want to move the shank up and down as you tighten the bolt. The Swagman XTC4 four bike rack, item # S64665, is not designed to be used behind any type of trailer. The problem is that these racks have not been built to withstand the increased forces that are present behind a towed RV.

That's a good question and while we have bike racks that can be used on a trailer, you hit the mark when you mentioned "bounce" as the reason that some bike racks like the RockyMounts SplitRail are not rated for use behind an RV or trailer. The Thule T2 # TH83JV will work in the receiver portion of multipurpose ball mount # D210. The issue is that you will likely have reduced turning clearance when towing the trailer and the bikes and/or rack could make contact with the trailer if you were to turn tightly enough.

There is a lot more movement at the rear of a trailer or an RV due to the longer wheelbase. This causes additional stress on hitch mounted accessories. Many bike racks are not designed or rated to handle the additional stress.
