Sounds like you are in need of a ball mount that offers more rise than the part # C45017 that you are using on your 2015 Chevy Impala. In order to get the correct ball mount you are going to need to take two measurements. The distance from the top of your hitch opening to the ground and the distance from the bottom of the coupler lip on the trailer to the ground when it is sitting level.

I recommend the Draw-Tite # 36538 trailer hitch for two reasons. First, the Curt hitch # C12115 requires trimming of the underbody trim panel. The Draw-Tite # 36543 would be a fine choice that would work great for you, however I'd personally choose the Curt # C12115 because the hitch itself is manufactured in the USA and its one of the least expensive options. It also has a higher tongue weight capacity at 350 lbs versus 300 lbs for the Draw-Tite.

There is a slight chance you have number 42 spindle dimensions on your mobile home axle.
Measure the diameter of your spindle to get the exact dimensions of where the bearings and seals ride. If the bearing dimensions are 1.74 and 1.25 and the seal diameter is 2.24 then you are in luck.

If the wheelchair carrier is only 2 inches off the ground when it is loaded that would most likely indicate that the hitch setup has a pretty nasty downward bend or the suspension is completely maxed out.
