You do not have to have an on-board compressor or control unit to use the Firestone Coil-Rite Air Helper Springs # F4136. To add air you would need to use a compressor of some kind. If you happened to have a portable one that would work. Otherwise you could use the ones at gas stations.

There are ways to transport 4 bikes with your 2010 Toyota Prius, but the only trailer hitches available for your vehicle are Class I and as you mentioned, they have a 2 bike limit. The preferred method to install your Yakima HoldUp Bike Rack # Y02445 with your 2" hitch is to use the Replacement Tongue for Yakima HoldUp Bike Racks # 8880580. Since this replaces the shank and isn't using an adapter it will help prevent any play that you might have with an adapter.
