It looks like you've chosen the Draw-Tite hitch, part # 24915, which does fit your 2018 Kia Soul. I've listed the cargo carriers we have for Class I hitches like the Draw-Tite and none of them have a ramp. Class I hitches aren't really designed to hold a lot of weight so there aren't many cargo carriers at all.

I have a solution for you, but there are no 4 bike trunk racks on the market, mostly because they're just not able to hold the additional weight safely. With that said, you can use something like the Yakima FullBack 3 # Y02633 which will carry 3 bikes weighing up to 90-lbs total.
