Trailer Hitch and Carrier for 2018 Kia Soul

I understand about the hitch but do not know what I can get for a rack with a ramp Scooter: weight 105 height33.5 Length 39.75 Width 20.5

It looks like you've chosen the Draw-Tite hitch, part # 24915, which does fit your 2018 Kia Soul. I've listed the cargo carriers we have for Class I hitches like the Draw-Tite and none of them have a ramp. Class I hitches aren't really designed to hold a lot of weight so there aren't many cargo carriers at all.
Another thing to take into consideration is the weight capacity of the Soul. I wasn't able to find its tongue weight or towing capacity online but it should in your owner's manual. It needs to be more than the weight of your scooter plus the weight of the carrier you're going to use to carry the scooter. The carriers we have are between about 30 and 40 pounds.
A better option may be to haul the scooter on a small trailer. Add the ball mount, part # 3593, hitch ball, part # 19256 or # 19258 depending on the trailer, and wiring harness, part # 118637, to get the Soul ready to tow.
