The vehicle manufacturers tow rating is always going to be the final word as far as towing capacity goes. In some cases using a weight distribution system can raise the towing capacity of a given receiver hitch, but it will not be able to raise the capacity of the vehicle.

I can tell you how to determine the correct hub for your trailer, and you should be able to get one with a 6 on 5-1/2" bolt pattern, but it really depends on the spindle that is currently on the trailer. You do need to know the weight rating of your axle, as well as what bearings your current hub has.

Thanks for the photo and the short answer to this is no, the Thule roof rack on your 2017 Acura RDX is not causing sway or any side-to-side movement.
It looks like your '17 RDX has the factory raised rails and the Thule Raised Rail Feet # TH710401 and Thule WingBar Evo Crossbars # TH711400 or the AeroBlade crossbars. I recommend first checking with the local laws where you will be towing your 2013 Acura TL. The tail lights on a Tow Dolly # DM9713045 are often the only lights which are required. There are a couple of ways you can fix the problem with the exhaust touching the new trailer hitch.
I have attached a helpful article that explains how to eliminate the rattle caused by this problem. The first suggestion is to use a pair of channel locks or vise grips and bend the hanger attached to the exhaust. This should move the exhaust far enough away to stop the rattle.
