Since you have a cover it's going to be a bit harder to gain access and open the tailgate. You can try to see if you can get your hand under the cover since there should be a bulb seal at the tailgate that you could probably get your hand in through and unlatch the cover to get access to the inside of the tailgate. If the Stromberg Carlson 4000 Series 5th Wheel Louvered Tailgate part # VG-97-4000 will not unlock then you will need to remove the cover from the back, take off the prop rods from each side of the slide bar, and then turn the lock by hand. It sounds like the locking arm on the Integrated OEM Tailgate Lock # LH-003 may not be fulling turning into position. If you did not test the latch before you installed it I recommend removing the latch to verify it will operate correctly outside the truck. There could be a small burr on the either the latch or the moving arm which is preventing the key from fully locking in place.

The photos you show already have the sides pulled in pretty far so they are not able to move to release the outside latches. You may need to shorten the rods or increase spring tension on the rods to get the tailgate to work properly with this lock. I spoke with Pop & Lock and their tech said that this definitely sounds like you're spliced into the wrong wires and that the Pop & Lock Custom Tailgate Lock # PAL8600 is receiving constant power once the vehicle is on, which is why the actuator is constantly running. I spoke with Pop & Lock to help troubleshoot this issue.
They stated that you may be connected to the wrong wires. The proper wires for the passenger door of your 2013 Ford F-250 should be the grey with a brown/tan stripe and purple with a grey stripe. Make sure to test these to ensure you have the correct ones like in the video I linked below.
They also stated that if the doors of the F-250 are open, it may not lock.

It sounds to me like the the metal rod may have come unattached. There are two metal rods that connect to the bronze locking plate installed on the inside of the taillight to the back of the latch handle. One is responsible for locking the tailgate whereas the other is responsible for unlocking the tailgate.
The end of the metal rod that attaches to the base plate is secured by a plastic prong. One is black and the other is red. You will want to make sure the rod is secured into the connector... view full answer...
I spoke with my contact at Pop and Lock and he said that when people have issues like what you described it's typically that they are trying to lock their vehicle with the remote with the truck's door left open.

To troubleshoot the system, I recommend using a circuit tester like part # PTW2993.
Disconnect the connectors at the tailgate and test the pins coming from the front of the truck while someone uses the locks in the truck cab. If you are getting current there is something on the tailgate side of the connector. Reconnect the system and test the wires on the tailgate lock side of the connectors. If you are receiving a signal the problem is in the unit itself and will need to be replaced.

Most likely you have a frozen lock core in your tailgate.
What I recommend is to spray in a liberal amount of a penetrate and lubricant like WD-40 or PB Blaster. Let it work for about 15 minutes and then insert the key and try again. It may take a little more force than normal to get it to free up.
