What I think may be occurring is the power draw on the trailer that has the issue is too great for the electrical system on the 2007 Buick Terraza. When you step on the brakes there is more power going to the lights which does not allow them to illuminate correctly.

The relays should not be affected on the Tekonsha T-One Vehicle Wiring Harness # 118270 if the turn signal fuses were blown in your 2014 Buick Enclave. There is always a possibility that the T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector part # 118450 is faulty but I would say that 90% of the time this is not the case.
