The method of connection will depend on which manufacturers tow bar you are using. Some vehicles use a base plate kit that features removable draw bars, which might be what you have (see photo). An EZ-5 base plate kit like the # RM-521446-5 that you referenced can attach to your Falcon 2 Tow Bar part # RM-522. With an EZ5 base plate you will attach directly to the arms of the tow bar without using the quick disconnect crossbar setup. Instead of running the thick pin through the crossbar of the base plate it would go directly to the base plate like in the picture I attached.

The Roadmaster XL Base Plate kit part # 1418-1 that you referenced needs to be used with a Roadmaster tow bar that has a crossbar connection like the Stowmaster part # RM-501. If your tow bar does not have a crossbar assembly there might be an adapter available for it that would allow it to be used with a Roadmaster base plate kit but I'd have to know what you have. The Curt Custom Base Plate Kit, # C38FR is a confirmed fit to your 2012 Jeep Wrangler but it does not appear that your older style Demco ExcaliBar tow bar will mate to it without purchasing additional adapters. The difference between the two Roadmaster base plate kits part # RM523193-4 and # RM-523193-5 is the removable arm design of the base plate which allows for different attachments to tow bars. The # RM-523193-4 is the style that requires the tow bar to have a crossbar whereas the # RM523193-5 is a direct connect style of attachment so the tow bar doesn't need to use a crossbar. You will need an adapter to attach your Reese tow bar to the Roadmaster base plates. The adapter is # RM-025. But check the specs on your Reese tow bar because I believe it is the same as # 63180. And if that is the case then it is only rated for 45 miles per hour. To answer your first question, the tow hooks are removed when installing base plates and cannot be re-installed because the mounting holes for the tow hooks are used for the base plates. You could remove the base plates and then re-install the tow hooks but that would certainly be a hassle. And, red Loctite is used on the bolts so removing them would be very difficult.

The first thing you are going to want to do is consult the vehicle owners manual for the proper towing procedure. The brackets on the Roadmaster base plates, # 711-2, are 4-1/2 inches by 3-1/2 inches at the widest and tallest parts. The slotted holes are 1-1/2 inches apart on center and are 1/2 inch wide. I spoke to my contact at Roadmaster and he told me that because the holes on the base plate are so small, the short safety cables of the Roadmaster Crossbar-Style Base Plate Kit # 1528-3 are used to connect directly to the safety cables from your RV. If the Focus has Roadmaster EZ4 base plates you can use them with your StowMaster tow bar. There are also EZ5 kits available for the 2013 to 2015 model years that are not going to work. So it depends which base plate kit you have.
