When I looked up the online version of the owner's manual for your 2012 Chevy Sonic it says that the DLIS fuse must be removed to keep the battery from dying since the key must be placed in the ACC position. From my research you're correct, fuses need to be removed in order to flat tow your 2019 Chevy Sonic. It sounds like the same is true for the 2018 model as well.
You can remove them and insert them manually each time you tow or we sell fuse bypasses from Roadmaster called the FuseMaster. On page 279 of the owner's manual it only specifies that the DLIS fuse from the instrument panel fuse block needs to be pulled.
