You are in luck! No drilling is required, nor do you have to remove the bumper. The hitch uses existing nuts welded into your frame. With an older vehicle such as yours, there is probably a fair amount of corrosion and road grime built up in there. To prevent breaking these nuts loose from the frame, you will have to make sure they are nice and clean before installing the bolts. On the 2014 Buick Enclave you will not be able to reinstall the regular fascia door to cover the hitch receiver after the hitch is installed. You would have to get the alternate from a GM dealer. I have seen that it can be expensive and it has to be painted to match the vehicle.

The easiest place to access the wiring that you would need to tap into is behind the tail light assemblies inside the trunk. Pull any carpet or lining away from the rear of the tail lights, and locate the wiring harnesses exiting the tail lights.

I looked up the online owner's manual for your 2019 Buick Envision and on page 310 it states to turn the ignition on, and shift the transmission to N(Neutral), then to turn the ignition off. I'm not sure where you are reading your instructions at but you want to make sure it is under the heading for Dinghy, Flat, or Recreational Towing.
