The Jeep JL Wrangler wheel bolt pattern is 5 on 5 inch which we do have a way to accomplish what you are wanting.

Yes, the Softride Soft Hook-and-Loop Tie-Downs for Bike Racks part # SR54FR is a universal strap that can be used on pretty much any bike or bike rack. The best way to pick out a weight distribution system is to base it off of the loaded tongue weight of the setup when it is loaded and ready to tow. The T-One Vehicle Wiring Harness # 118409 that you referenced is wiring for activating trailer taillights on a trailer being towed behind the vehicle that the harness is installed on. While technically the # 118409 could work in reverse it's not something we can safely recommend you do because it could cause current to backfeed on your vehicle wiring and damage something. You didn't tell me what tire size you do have, but chances are you have the 225/75-16 as both tire chains you mentioned are a fit for this size.
Essentially both chain sizes will provide you with the same thing in terms of performance and install. The chains are slightly different size but there is a bit of overlap between tire sizes and the chains that fit them.
