When I looked up the online version of the owner's manual for your 2012 Chevy Sonic it says that the DLIS fuse must be removed to keep the battery from dying since the key must be placed in the ACC position. This fuse removes power to the BCM causing the ignition relay to open. The Brake-Lite Relay Kit # RM-88400 is really only used when you will have trouble seeing the turn signal over the brake lights on your vehicle. From my research you're correct, fuses need to be removed in order to flat tow your 2019 Chevy Sonic. It sounds like the same is true for the 2018 model as well.
You can remove them and insert them manually each time you tow or we sell fuse bypasses from Roadmaster called the FuseMaster. You should have turn signals, brake lights, and tail lights that come on when you turn on the running lights of your RV.

Pulling those fuses are supposed to disconnect the power so that your battery doesn't drain so, naturally, your 2019 Chevy Sonic won't start without power. I recommend using the FuseMaster # RM76512 for the BCM1 and BCM2 fuses and then the FuseMaster # RM76511 for the F07 fuse. I'm not able to find the owner's manual online so you may need to use another # RM76511 for the DLIS 1 fuse as well.
