The CURT Front Mount Receiver, # C31063, mounts to the bottom of the frame rails on your 2002 Ford Ranger. What I did was I went out to the warehouse and measured the distance from the top of the brackets that mount to the frame down to the bottom of the receiver. It measured 7-3/4 inches. Typically white leds like the Putco Metal LED Bulbs - 194 Warm White # P340194W-360 are going to be brighter than red leds like Putco Metal LED Bulbs - 194 Red # P340194R-360. However the bulbs do not have a light output rating.
I always recommend using red leds for tail and brake lights. Even though the lens for your 2008 Ford Ranger is red, a white or clear led can look can look pink or washed out once lit.

I can see why this might be confusing. The crossbar length is the length of the actual crossbars and thus the usable space that you have to mount carriers on the bars. The crossbar spread is the distance the crossbars are apart on the trailer; this is important since some accessories require a maximum or minimum crossbar spread for the distance the mounts are apart or for weight distribution purposes.
