When we installed the Draw-Tite part # 24880 on a 2015 Volkswagen Passat like yours we found that from the top of the hitch opening down to the ground it measured 10-1/4 inches. From the bottom of the hitch it would be right at 8-3/4 inches.

It would be much better to get a bike rack that matches the hitch opening size. Any time you use an adapter, you cut the hitch capacity in half. If your tow vehicle is a 2007 Volkswagen Passat, this means you have a Class I hitch trailer hitch, rated at 200lbs for tongue weight. Once you add the adapter, you would instantly be dropping your hitch tongue weight capacity to 100lbs. Your bike rack and bikes would weigh too much to carry on your hitch using an adapter.
