All of the trailer hitches for the 2014 Volkswagen Passat are Class I hitches with 1-1/4 inch receivers. If you used an adapter to go from a 1-1/4 inch to a 2 inch it would reduce the tongue weight capacity of the hitches by 50 percent (from 200 pounds down to 100 pounds). The T2, # TH9044, weighs about 60 pounds meaning you could then only put 40 pounds of bikes on the rack before it is maxed out. The average adult bike weighs around 30 pounds.

Also the adapter will put extra stress on the hitch receiver and where it is attached to the vehicle. based on all of this I do not recommend this type of set up.

What I recommend is to replace your bike rack with an economical class 1 rack that fits a 1-1/4 inch hitch, like the Lets Go Aero NEO2 Bike Rack for 2 Bikes - 1-1/4" and 2" Hitches - Wheel Mount # B01748. This rack will allow you to safely carry two bikes up to 40 pounds each.

For a trailer hitch I recommend Draw-Tite trailer hitch # 24880. This is a Class I hitch, 1-1/4 inch receiver, rated for 200 pounds tongue weight. I have linked a video showing an example installation for you.
