There is a way to put 4 bikes on your 2008 VW Passat Wagon, but a 4-Bike hitch mounted rack will not work for you. The reason it will not work is that it designed to work on vehicles that have Class II hitches, and only Class I hitches are made for 2008 VW Passats.

Currently there is not a Class I hitch that will support a 4 four bike rack. What I would recommend you do is purchase a 2 bike rack like the Thule Helium 2 Bike Carrier for 1-1/4 inch and 2 inch Hitches - Tilting # TH9042PRO. Put two of your bikes there, and then purchase a Thule Evo Raised Rail Feet # TH710401, 53" WingBar Evo Crossbars # TH711420, as well as locks # TH450400. This roof rack will add cross bars to your Passat that will allow you to mount a pair of Thule FastRide Roof Mounted Bike Rack - Fork Mount, part # TH95JV, on the roof of your Passat.

This setup will allow you haul 4 bikes total, 2 on your hitch and 2 on your roof.
