For the height off the ground we measure from the top inside of the receiver tube to the ground. Then for a ball mount it sounds like you have an 8 inch rise which isn't quite tall enough. We have a couple of taller fixed mount options in the Draw-Tite Ball Mount - 9-3/4" Rise # 80248 and the Convert-A-Ball Ball Mount for 2" Hitches - 10-3/4" Rise # AMSC12 but that still won't get you to the exact height needed. The power wire for your Tow Ready T-One Vehicle 4-Pole Wiring Harness # 118518 should be located behind the driver-side headlamp as you note and as illustrated in the linked video. If you refer to the 1:23 mark in the linked video you'll see where our installers found the vehicle harness after removing the battery from a 2007 Outlander.

Since you have a Class I trailer hitch receiver, that means you have a 1-1/4 inch opening in your receiver so none of our cargo carriers that use a ramp would be compatible as they are all made for 2 inch receivers. You could use an adapter for the carrier but the problem is that it would cut the Tongue Weight (TW) rating of your trailer hitch in half.

I can confirm that the Curt # C13163 is a confirmed fit on your 2018 Mitsubishi Outlander SE (all models except the PHEV) and as long as you're using a bike rack that is designed to fit in a 2" hitch there won't be any modifications/adjustments that would need to be done on the hitch.
