This sounds like a ground issue. Ground problems normally show up when there is more draw on a system such as when you have the running lights on and then use another function like a turn signal or brake light but can show up any time.
Make sure that the vehicle side and trailer side connectors are clean and free of corrosion inside and out. The main connector grounds should be attached to clean and corrosion free bare metal surfaces.

To resolve your ground clearance issue with your cargo carrier, I would recommend getting a cargo carrier with a rise in the shank like the Curt Cargo Carrier, # C18110. I am not aware of a trailer hitch with a 2 inch receiver that will fit on your 2003 Mitsubishi Outlander.

On the Curt hitch part # 13581 that you referenced the two loops you mentioned are for safety chains from a trailer. Safety chains are designed to prevent the trailer from becoming totally disconnected in the event of a coupler failure. The reason you will not want to rotate the axle and just reuse the spring seat is because there is a bow to the axles that flattens out as the weight of the trailer is applied to the axle that if you rotated the axle, the bow would flip and the alignment of the trailer tires would be way off and you would encounter problems with how the tires wear and with overall trailer handling.

The correct vehicle wire to connect to the red input trigger wire on a brake controller like the Primus IQ # TK90160 is the wire at the COLD side of the brake light switch. This means the wire that carries power ONLY when you press the brake pedal on the vehicle and at no other time.

If you will be carrying any bikes that do not have a top frame bar that goes straight across (like a typical men's bike would) then I recommend using bike adapter bar # 64005. This will allow you to carry those bikes more level and will provide better ground clearance. Aftermarket hitches often have a max gross trailer weight and tongue weight that exceeds what the vehicle is capable of. You will always be limited by the lowest towing capacity whether that is the hitch or your 2023 Mitsubishi Outlander PHEV. There are a couple of places that you will plug into when installing trailer wiring harness # 118518 on a 2012 Mitsubishi Outlander. The connection in the back is best accessed by removing the panel forward of the jack storage compartment like our installers show in the video I have linked for you to the right.

To remove the protective cap on the wiring connector, there is a release button on the side of the connector. Push and hold the button while pulling off the cap. You might need to use a set of locking pliers to get enough grip on the cap, but make sure not to damage the connector itself.

Yes, we have seen this before and there is a solution so you can still mount your Curt Trailer Hitch Receiver - Custom Fit - Class III - 2" # C13163 to your 2019 Mitsubishi Outlander. You will need a bolt leader like item # 80101-1 with a carriage bolt block through an open portion of your frame to basically act as a weld nut so you can install the hitch.
