That's actually the beauty of using both the # ETBC7L and the Curt Echo # C51180 - you don't need to worry about running a blue brake controller wire into the cabin of your 2012 MDX. You can leave the blue wire on the # ETBC7L capped off and just tape it up to the harness.

I can confirm that the Draw-Tite Max-Frame Trailer Hitch Receiver item # DT42MR does not hang below the rear bumper trim on a 2022 Acura MDX. The installation instructions show a diagram of a 4 inch wide by 3.5 inch wide hole needing to be cut out of your bumper trim to allow access for the hitch receiver. You are correct that normally you will see around 12 volts of power at the vehicle connector for the running lights circuit but the fact that you are testing 13.5 to 13.8 volts is not out of the ordinary and it does not indicate any kind of issue. If you want to secure your # 3371712250 to your hitch mounted cargo carrier my first recommendation would be to use straps. If you're looking for a more permanent solution then drilling holes and using bolts and washers would be enough I'm sure without installing a plate in the bottom of the box to secure it.

Minimal tools are required to install the Draw-Tite Class III receiver hitch on your 2008 MDX. Having a power driver or air driver is nice, but not necessary.
