If this problem is on the 2011 Dodge Journey tail light then on the affected light check its connector or any broken or bent pins. It is possible that something happened with the connector that is causing it to not work properly with or without the wiring harness connected.

It sounds like you are correct and the tail light converter has gone bad. Typically when there is a short on the trailer wiring it will take out the converter box of the wiring harness. What you can do to test the converter is test for the correct signal going into the converter and then see if the voltage comes out of the converter. If the correct voltage goes into the converter but not out then you know it is bad.

So when your brake controller has it's manual override lever slid it actually also puts 12 volts onto the stoplight circuit wire (red) for the purpose of applying the brake lights of the trailer and vehicle.
