The first thing to do is determine if the issue is on the vehicle side or the trailer side. To do that you will disconnect the trailer from your 2009 Dodge Journey and use a circuit tester # PTW2993 to determine if the wiring harness is working properly.

Have someone sit in the vehicle and turn on the blinkers while you first test the wires going into the converter box from the taillight connection (yellow is left turn and green is right turn). If signals are not right going into the box from the vehicle, then check the harness connectors for bent or broken pins. If the wires show the proper signal at the right time, then move on to the next step.

Next, test the wires on the output side of the converter (the 4-Way plug end). Now if the signals are correct going into the box but not correct coming out of the box then there is a problem inside the converter and the whole wiring harness will need to be replaced. If everything is working as it should on the vehicle side, then the issue is on the trailer.

Make sure that the trailer side connector is clean and free of corrosion inside and out. The main trailer connector ground should be attached to a clean and corrosion free bare metal surface.

The light grounds should also be attached to clean and corrosion free bare metal surfaces. If there is anything between a light ground and the metal trailer frame or if the trailer has an aluminum frame, tilt bed, or folding tongue, any of these things can interrupt the ground. Running jumper wires from the light grounds to the main trailer connector ground can help.
