Since there is voltage on all of the pins of the 7-way and the 4-way when the adapter is used and the trailer seems to work fine with your vehicle the problem has to be the ground circuit of your friend's 4-way on his vehicle. It sounds to me as if you may have a couple of issues with the brake controller wiring. If your vehicle has the factory 7-Way at the rear of the vehicle and your trailer has original wiring, you should not need to switch the blue brake feed wire and the black 12-volt power wire on the trailer. I would make sure those wires are in the correct locations inside the trailer connector before proceeding to correct the wiring of the brake controller.

The first thing you will want to check on the T1 harness # 118390 for the 2005 Dodge Durango is the power wire connection. You will always have trouble loading the second bike if your first bike is placed on the rack at that angle. The Thule Bike Adapter Bar for Women's and Alternative Frame Bikes, part # TH982XT, should be used around the stem and the seat post of your bike. I am guessing that your quick release seat post collar, I can see it in the photo, loosened and that is what caused the original problem.

Are you testing the P3, part # 90195, with the Durango moving? It's a proportional controller so if you're not moving the controller won't sense any movement and won't send any power back to the brakes.
Test with the manual override and see if the brakes engage. If so then try driving and testing.

Since it takes very little power to run an LED light, if there is any draw on the circuit at all it can light up an LED dimly. Whether it is dim or bright one cause of this is a short drawing power even though the vehicle may be turned off.
You will want to inspect both the vehicle and trailer side connectors. Clean out any dirt or corrosion on the pins or where the wires attach inside the connectors. This is the likely cause of the problem.

If the brake lights are not working but the turn signals are then you may have a blown stop light or CHMSL fuse on your 2003 Dodge Durango. Check the owner's manual for the fuse locations and for tow package fuses to check to see if any are blown.

If I were you I would jack the trailer up in the air to see if the wheel can be turned by hand in either direction. You should feel a slight drag on the drums as you do so as that's the proper brake assembly adjustment.
