Sounds like you are asking how much movement the built in cushion of the Convert a Ball # AMSC12 allows when installed.
It really doesn't move much at all. There would be a little bit of movement but for the most part it would not be sliding in and out of the hitch opening at all. We have two types of replacement headlight bulbs for your 1995 Chevrolet Caprice, LED and halogen. LED bulbs will last longer and produce more light than a halogen bulb but the price will also reflect this. The trailer wiring harnesses for your 1996 Chevy Caprice sedan, # C55347 from Curt and # HM11141185 from Hopkins are very similar. Both install and function the same way. About the only difference is the Hopkins harness comes with a little packet of dielectric grease. You could add dielectric grease # LT37534 if you wanted to go with the Curt harness. To what you weld it and how well you weld it will determine its ultimate capacity. I may have an option for you but there aren't any custom fit trailer hitches for a 1992 Cadillac Brougham. It sounds like the trailer either does not have enough tongue weight and/or it is not level when towed. If you can move some weight further towards the front of the trailer that will help with the rocking sensation.
To tow the trailer level you need a ball mount with the right rise or drop. On a Class II trailer hitch though you are supposed to use the ball mount recommended by the hitch manufacturer.
