Yes, a weight distribution system like the Curt TruTrack Weight Distribution System part # C17499 will add stress to both the trailer and vehicle frame. That said, this stress is not usually enough to cause damage. The only exceptions to this would be aluminum frame trailers. With the Curt Echo Brake Controller # C51180 it would not detect natural deceleration from coasting. There may be a small drop but nothing significant. When going uphill there will be no change what so ever the braking power will be the same as when you started. So the only time it will actually have a significant change is if you apply the brakes and it sees brake lights.

Either rack would likely interfere with the camera to a degree, as the camera sits at the top of the license plate, but because the Transfer's frame is U-shaped with only the arms that hold the bike wheels in place going across, they will interfere much less than those of the Sherpa # SH22G would.
