You would want to go with a fifth wheel hitch that has a height range that will allow your trailer to be towed level. If you need 18 inches to allow the trailer to tow level you would need to go with a taller hitch than the part # RP30051.

Sounds like the trailer wiring has some issues. Most likely a short or grounding problems. I know that's not very specific but your best option is to start at the trailer connectors and make sure they are clean and free of corrosion and then work your way back on the wiring of the trailer fixing any exposed wire as needed. The brake lines of your trailer should be fine for the installation of a disc brake setup. But surge actuator are designed for either a disc or drum setup. Since yours is setup for a drum brake setup you would also have to replace that with one rated for disc.
