Do the Cross Member Bolts of the Curt E16 Hitch Get Tightened to the Legs

We got a Curt E16 C16115 5th wheel hitch from you. in the instructions it said to hand tighten nuts for the two side rails. should they be tighter then hand tighten? Thanks

I found the section under the installation instructions for the Curt E16 Hitch part # C16115 that you are referring to and it does say to only finger tighten the bolts that hold the crossmember to the legs of the hitch.
So I called up my tech contact at Curt and he informed me that you will need to torque those bolts down and that the instructions are somewhat misleading since it only goes as far as finger tightening those bolts.
