When you are finding that there is no power to any of the wires, it could be a number of things. When you said someone cut the plug off, are you referring to the connector that a plug-in wiring adapter would plug into? One end would plug into the back of the controller and the other into the wiring harness under the truck dashboard. when checking wires, I recommend using a circuit tester like part # PTW2993.
You may have to start from scratch and hard wire the brake controller to the wires under the dash. I have attached a helpful article that explains how to wire a brake controller from scratch. I have also attached some other helpful articles you can check out that explains brake controller installation and troubleshooting and testing.
If you decide you need a new brake controller I recommend the Tekonsha Prodigy P2 Brake Controller, part # 90885. this is our most popular because it is the easiest to install and use.
If you find the connector under the dash I recommend part # 3035-P.
If the 7-way at the rear of your 2001 Ford F-250 is missing, you can install a new 7-way, part # 118243, at the back of your truck. This harness comes with the fuses and relays for your truck.
