Hey Robert, for your 2016 Jeep Wrangler using the Ready Brute Elite II tow bar you can use the Blue Ox Base Plate Kit # BX1126 with the Blue Ox Base Plate Adapter Brackets for Ready Brute Elite Tow Bars # BX88297.
From here, to complete your flat towing setup you'll just need a braking system # BLU37TR with the 12V outlet kit # RM-9332, and a set of tow bar wiring # TL21RK.

Bryce, Great info you provided but I have one final question. Does the Blue Ox Base plate require any drilling on my 2016 Jeep Wrangler Unlimited, and is it necessary to remove the bumper to install. In looking at my frame it doesn't appear there are holes already there for mounting the base plate. One I have this info I'll place my order. Thanks, Robert
