A 15" rise is not something that is typically seen on a standard ball mount or pintle hitch for a 2" receiver. The closest thing we have is the Gen-Y Adjustable 2-Ball Mount w/ Stacked Receivers # 325-GH-525. This includes their pintle lock which allows it to work as a pintle hitch. However, it only has a maximum rise of 10". There is a 15" version which is the # 325-GH-327 but it can only be used in the drop position due to the leverage that would be applied in the rise position for something that tall.
If you really need that 15" rise the best solution would be to have something custom fabricated. I would check with a local fabricator to see if they can make a mounting plate like the # BWPMHD14005. Then you could bolt on the # C48215 where you need it depending on the vehicle.
