2490 is my max tongue weight for 5th wheel. How much under do I want to be. Im looking at a trailer with 1850 tongue weight

Most manufacturer's say 10% under your truck's capacity but our recommendation is to go between 20%-25% below. So you would want to go no higher then 1,992 lbs - 1,867 lbs of tongue weight with your 2020 Chevrolet Silverado 2500.
